ABSTRACT
The main objectives of this research are: i) to study people’s opinions on leadership according to Bala IV of Sub-District Administrative Organization’s Leaders in Phrao District, Chiang Mai Province; ii) to compare the people’s opinions on the leadership according to Bala IV of Sub-District Administrative Organization’s Leaders in Phrao District, Chiang Mai Province; and iii) to study the problems and obstacles and suggestions about leadership of Sub-District Administrative Organization’s Leaders in Phrao District, Chiang Mai Province. The sample group comprises 378 people in the area of 4 Sub-Districts, namely: Kuen Phak, San Sai, Mae Wan and Long Khod. The instrument used for collecting the data was a standard questionnaire consisting of multiple choice, measurement, and open ended questions. This analysis is carried out by using the complete program for the social science research. The collected data were analyzed by statistical techniques such as frequencies, percentages, means, and standard deviation. To test the hypotheses, t-test and One Way ANOVA were used.
The findings of this research were concluded as follows:
1. The overall people’s opinions on leadership according to Bala IV of Sub-District Administrative Organization’s Leaders in Phrao District, Chiang Mai Province were found at middle level. Having considered by aspects, it was rated at the high levels at two aspects namely: Viriya-bala: power of energy or diligence and Sangaha-bala: power of sympathy or solidarity, whereas Paññã-bala : power of wisdom and Anavajja-bala: power of faultlessness, blamelessness or cleanliness were noticed at middle levels.
2. With regard to comparison of people’s opinions on the leadership according to Bala IV of Sub-District Administrative Organization’s Leaders in Phrao District, Chiang Mai Province classified by personal characteristics, it was noticed that only monthly income was found significant differences at .05 level, while factors such as sex, age, level of education, occupation and marital status were noted no significant differences even at .05 level.
3. Regarding to problems and obstacles of leadership in the Sub-District Organization, at Phrao District, Chiang Mai Province, it was found that: i) the leaders hardly have the vision, rarely go out to meet the people to ask about their needs and their questions, and do not know how to administrate the people; ii) the leaders hardly pay attention to the people and do not often attend meetings; iii) the leaders do not have good and proper conduct by paying attention to activities, have no faith, and give no equal support to the people; iv) the leaders do not give training and knowledge to the people in order that they can better their income, they do not listen to the people’s opinions and do not allow the people to meet them.
4. The suggestions for the improvements were noticed that: i) the leaders should learn various scientific knowledge to develop their own abilities, and should leave for an area to meet local people; ii) they should increase their attention for hearing the sufferings of the people; iii) they should behave themselves be respected, honest and transparent and be ready to support equitable justice among people; and iv) they should be provided career based knowledge and let all people participate or involve in activities organized by Sub-District administrative organizations.
