Abstract
The objectives of this study were: 1) to study the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province 2) to compare the opinion of the people toward the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province by classifying on the personal factors, and 3) to study the problems, obstacles, and suggestions for the development of the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province.
This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 381 people from 8,106 people living in Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province by the Taro Yamane formula. The tools of the research were questionnaire with the 0.880 of reliability and in-Depth interview from the 10 key informants. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, t-test and F-test with One Way ANOVA and Least Significant Difference: LSD.
Results of the Research
1. Overall, the people' s opinion toward the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province was at the high level ( = 4.07). When considering each aspect: it found that the people' s opinion toward the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province was at the high level in all aspects.
2. The comparison of the people's opinion toward the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province by classifying on the personal factors was found that the people having the different sex, age, degree of education and income had no the different opinion toward the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province. Therefore, the hypothesis was denied. However, the people having the different occupation had the different opinion toward the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province at 0.05 of statistical significance. Therefore, the hypothesis was accepted.
3. The problems, obstacles, and suggestions for the administration according to the good governance of Phu Toei Sub-District Municipality, Wichian Buri District, Phetchabun Province were that in the rule of law, the municipality hardly had the public relations in the information, and the process and step of the administration was unclear. In the ethics, the municipality did not administrate with the equality and fairness and study the satisfaction of the staff in the working. In the transparency, the municipality had the problem in the administration to make the understanding and evaluate the situation continuously. The people got the information insufficiently. In the participation, the municipality did not make the public hearing to enforce the community, and the people did not opinion creatively. In the accountability, the municipality did not make the policy to decrease the conflict and the impact in the administration, and perform in the policy. Moreover, in the efficiency, the municipality did not use the resources worthily and do the activities concretely.
The suggestions were that in the rule of law, the municipality should regulate the rule relating to the right and duty of the people, had the public relations in the information to the people and have the clear process and step of the administration. In the ethics, the municipality should cultivate the working to make the good human relations and service mind, and focus on the benefit to the community. In the transparency, the municipality should administrate with the transparency and the fairness, inform the information to the people, and make the working to increase the trust to the people. In the participation, the municipality should look after the community, and give the people in opinion fairness. In the accountability, the municipality should cooperate to the other, and solve the problem seriously and continuously. In the efficiency, the municipality should campaign to save the natural resources.
