An Application of the Sapurisa-dhamma in the Management Integration Of Panai Sub District Administrative Organization, Phrao District, Chiang Mai Province

Abstract

 

The thesis consists of three objectives as (1) to study the principle of Sappurisadhamma or virtue of the righteous, (2) to explore the theories of management, integration and administration of Panai Sub District Administrative Organization, Phrao District, Chiang Mai Province and (3) to analyze the use of the principle of Sappurisadhamma or virtue of the righteous in integrated management of Panai Sub District Administrative Organization, Phrao District, Chiang Mai Province.   

The results revealed that the Buddha has taught the Sappurisadhamma or virtue of the righteous to people in various occasions and places. The Buddha has revealed the good quality of monks who are worthy of the offering or the incomparable field of merit or virtue for the world. They must consist of seven virtues as follow: (1) Dhamma¤¤utà: knowing the law; knowing the cause,
(2) Attha¤¤utà: knowing the Meaning, (3) Atta¤¤utà: knowing oneself, (4) Matta¤¤utà: moderation, (5) Kàla¤¤utà: knowing the proper time, (6) Parisa¤¤utà: knowing the assembly and (7) Puggala¤¤utà: knowing the individual. Those who practice the seven virtue are worthy for respect by the other. The Buddha praised those persons as “a good man”, due to his or her actions or behavior are appropriate, fair, and beneficial to both himself and others.  

Theories underlying the management of the past to present are similar, and are also work well, not outdated. For the sake of an appropriate management for the modern era, most academics study and analyze all concepts and conclude that the management process should be in four stages viz. (1) Planning
(2) Organization (include people to work with), (3) Direct or directed and (4) Monitoring. At the present time, the management of the organizations in both the public and private sectors requires the management process to support the organization. Therefore, the implementation of the technical principles by the management process is very important. It is a technique and method of operation for the organization to achieve the objectives set.

The overall integration, it is one thing to combine one thing with another, or blend together to harmonize the sub-part, so that it can be perfectly balanced and holistic.

The Panai Sub District Administrative Organization, It is a local organization that coordinates the implementation and implementation of government policies which support all activities. The management of the district may be divided into 4 areas as (1) management, (2) policy and strategic planning or projects, (3) personnel administration and (4) financial administration.  The municipality has adopted the principles of good governance based on the legal principles to run the management of the four areas. It has a clear structure of responsibilities and responsibilities.

An analysis of data from documents and data from the interviews on the use of the Sappurisadhamma or virtue of the righteous in the integrated administration of Tambon administrators, overall, the Sappurisadhamma has been practiced in each of the seven areas, but is not as clearly defined as the underlining of governmental management, focusing on techniques and methods of operation.
